The purpose of this project is to provide additional road connectivity and relieve congestion on Anchorage's east side roads. Construction of a connection to Abbott Loop would reduce the amount of traffic passing through the Lake Otis Parkway and Tudor Road intersection (a major congestion area) by providing an alternative routing for traffic between east and south Anchorage.
 
 
DOWL will provide the preliminary engineering and design development and will produce a Reconnaissance Report, a Design Study Report, an environmental analysis, right-of-way mapping, a Utilities Conflict Report and a set of Plans, Specifications and Estimates for project construction.

The environmental analysis will produce an environmental document, either an Environmental Assessment (EA) or Environmental Impact Statement (EIS). The U.S. Army Corps of Engineers (COE) will act as the lead agency for the National Environmental Policy Act (NEPA) process required to secure a needed Section 404 Wetlands permit.

Public input will be sought throughout the environmental documentation and engineering design process.
